MGI is a Tennessee non-profit corporation established in 2015 expressly for the purpose of serving as a provider-led entity (PLE). It was recognized as a qualified PLE by CMS in June 2017. MGI's Board Members and Autonomous Multidisciplinary Team include practicing physicians drawn from around the country. It is governed by a Board of Directors comprised of four physicians. That Board is responsible for decisions regarding entity governance and operations.

The Autonomous Multidisciplinary Team operates independently from the administrative components of MGI that are not involved in appropriate use criteria (AUC) development. All AUC development and endorsement activity is conducted by this diverse team of physicians whose AUC work product is their own. MGI’s Autonomous Multidisciplinary Team has complete discretion and autonomy in the design and implementation of MGI’s AUC.

Since its creation, MGI has worked to assemble a team of physicians to fulfill the requirements set forth by CMS for PLEs and to develop AUC that make it uniquely qualified to help achieve the goals defined by CMS.

As required by the CMS definition of a PLE, MGI is led by and comprised primarily of providers who engage in direct patient care in their day-to-day practices. MGI has assembled a cadre of practicing physicians to lead the organization and to develop and refine MGI's AUC. MGI’s providers include physicians from the nation’s most prestigious academic institutions and provider systems, as well as community physicians. MGI physicians reflect a variety of specialties and practice settings and represent diverse geographic regions of the United States. In addition, MGI strengthened its organization by establishing a relationship with Banner Health. Banner Health has representation on the MGI Board of Directors, and a number of Banner Health physicians serve on the MGI Autonomous Multidisciplinary Team. To enhance its AUC, MGI also collaborates with eviCore healthcare, a leading developer of evidence-based criteria.

Bernard D. Borosky, M.D., DABR, Chairman

Shoals Radiology Associates, P.C., Muscle Shoals, Ala.

Dr. Borosky is a board-certified Diagnostic Radiologist with 30 years of experience. He graduated from Georgetown University School of Medicine and served in the U.S. Army Medical Corps. Dr. Borosky currently practices at Shoals Radiology Associates. He is also the Radiology Medical Director for Shoals Hospital and Hospital Outpatient Imaging Center.    

Threasa Frouge, M.D., Vice Chairman

Banner Health, Phoenix, Ariz.

Dr. Frouge attended Duke University School of Medicine and completed her radiology residency and fellowship training at the Mallinckrodt Institute of Radiology, Washington University School of Medicine. She is board certified in Diagnostic Radiology, with Special Competency certification in Nuclear Radiology. She also has Certificates of Added Qualification in Vascular & Interventional Radiology, as well as Neuroradiology. Dr. Frouge has over 25 years of experience in private practice, having served as Chairman of Radiology in three Phoenix-area hospitals, including her current role at Banner Estrella Medical Center. Dr. Frouge has served on the Banner Estrella Professional Review Committee since 2012 and as an outside medical imaging reviewer within the Banner Health system since 2010. She has been a member of the Banner Medical Imaging Clinical Consensus Group since its inception in 2011 and currently serves as its Physician Lead, responsible for overseeing the development and system-wide implementation of medical imaging related clinical practices and appropriate use criteria.

Timothy K. Duffin, M.D. 

Clarksville Urology Center, Clarksville, Tenn.

Dr. Duffin, board-certified Urologist, received his medical degree from the Georgetown University School of Medicine and completed his urology residencies at Georgetown University Hospital and New York Medical College in Valhalla, N.Y. He served in the U.S. Army from 1995 to 1999 where he received numerous awards including the Meritorious Service Medal and the Commander's Medal. Dr. Duffin is a member of the American Urological Association.

Dr. Scarborough is a board-certified Radiologist with more than 30 years of experience. He graduated from the University of Mississippi School of Medicine and completed his diagnostic radiology residency at Louisiana State University where he served as Chief Resident. In his role at eviCore, Dr. Scarborough is responsible for ensuring the highest quality of care for the health plan members served through the company's imaging-related programs. Prior joining eviCore in 2007, Dr. Scarborough served in the U.S. Army, where he received the Meritorious Service Medal, and he was in private practice as Chief Radiologist for the Tennessee-based Premier Medical Group.

Dr. Coe has a Ph.D. in Health Behavior. She has experience in the publication of research findings, management of external research partnerships, collaboration with clinical partners and study design and evaluation. She has managed partnerships with academic and industry leaders on federal grant submissions, as well as external program design. 

Timothy Dollear


Mr. Dollear has an MS in Epidemiology/Biostatistics. His expertise includes data management, configuration, process definition, mathematical modeling and administration, including data validation and generation of deliverables. He has developed custom analysis tools in a variety of programming languages and applications.

Rena Quandt Whitford


Ms. Whitford has a BS in Mathematics with a specialization in Economics, as well as post-graduate work toward a Ph.D. in Theoretical Mathematics. She brings strong programming skills to analyze data and has experience in the creation of data analytics packages.
